When is the best month to plant tomaties and Herbs in London? I don't want them to freeze.

Wait until the temps are at least 50F at night if you are planting outside. Tomatoes do best when the nights are warm. Some herbs do not mind the cooler weather and do just fine.
I go by my planting zone. Here in New Hampshire the end of May works well. I buy plants, not seeds. I had tomatoes last year till Oct. 1st.
