You should clean the wall first (probably using a degreaser) then after they are completely dry, paint with Kilz Original. It is a strong primer that will block stains from coming through.
I agree with Kathy. Use TSP, then rinse very well. Apply Kilz, then paint with your wall paint of choice.
I would repaint. Use a degreaser to clean the walls again. Then paint Kilz 2 primer on first then a good quality paint over the top.

I'm not really sure what the dark spot is because it looks like it's dark from the middle of the wall down. I'm glad everyone was able to help you because I really couldn't completely understand your question. Good luck with your project.
Without being able touch/see up close what is going on and not knowing what the room was prior it's difficult to give an accurate answer. Yes, clean it extremely well. However, is it possible this is mold? If so, have a professional remove it! If it is grease, use Dawn dish soap and a stiff bristled brush to scrub it. Rinse well and keep repeating until the grease is gone.
