You can stop weeds with Preen, but anything that would kill "parasites" would render the ground infertile. Deal with the demons as they appear.
I agree with Naomie, deal with the nasties as they appear. The Preen Weed Preventer granules work great if you put them down after you clean out all the weeds. It doesn't work on things like creeping charlie or some grasses as they travel by roots and they need to be cleaned up to outside the garden so that you can deal with them only as you see them come inside the garden. Preen also does not prevent tree seeds from germinating since they aren't a weed until they are in your garden. I use preen on my gardens and only spend about five minutes a week dealing with creeping charlie. I usually put preen down as soon as I plant plants or seeds. It does not affect the seeds that you plant. I hope this helps you Angie!
I use preen also, and try to keep up as I go. cardboard under the mulch also helps me for a season or two!
For weeds we use several layers of paper like newspaper or cardboard OR black weed paper. For parasites prevention we use mulch on top from cypress or cedar wood chips that repell bugs. Hope this helps.
