It depends on the material you are painting. If the basement has a block wall, you probably want masonry paint.

Painting a basement can totally change up the look of it. I painted mine bright white from ceiling to walls to floor just prior to selling my 1898 home. Their was no sheet rock on the ceiling, but just the joists, etc. It looked amazing. The floor would likely not hold up well if you had to move furniture around, etc as the paint might scrape off easily. But painting is a good way to brighten and clean up a dingy basement.
Use paint for the specific material.
It really depends on what your basement is made out of. You can get specialty paint at your hardware store. I would pick a lighter color for the basement to keep it from feeling too dark.
