Yes, restore by painting or staining. I would lightlly sand them first.

I would not paint these beautiful chairs. Remove the rest of the finish and then refinish them. Homer Formbys' Furniture Refinisher and Tung Oil are a great way to do this!
I think a good cleaning, and Howard’s Restor-a-Finish would work well!
Anyone know what era these chairs came from?
Ditto on DO NOT repaint these truly unique chairs. What a find! Love those arms. I agree with Ann, use the high quality re-finisher Formbys. Formbys will also lighten old discolored finishes. Test it under the seat.
