It's not a good idea. Most of time the latex paint will loosen the paper and cause peeling or bubbling. It's a much better job to remove paper. If you feel you must paint, use oil based primer.

Make sure it’s on the walls nice and tight, dust all walls with a microfiber cloth. You’re going to have to use a good oil-based primer like Zinsser Cover Stain. It’s a bonding primer and you can top coat with any type of paint. If you use latex primer, wallpaper will bubble on you so primer MUST be oil-based. Paint as desired.

Always best to remove. Moisture in the paint can bubble or peel. Seams can separate. Harder to remove in the future. Make sure it's clean and dry. Non of it is lifting. Seams not separating. Prime with Kilz primer then paint your color. Good luck.

You would be best to remove the wallpaper. But if you can't, make sure that the wallpaper is grease free. You can use sugar soap. But don't soak the paper. Just spray then wipe. Then paint over.
