You most likely will not recoup the costs but the comfort level will be increased. We replaced single pane windows and the room is so much more comfortable which to us is priceless. We have more insulation in an addition than original home and you can feel the difference when you walk through.

If you mean the blown insulation for an attic yes it is worth the expense. Just make sure the contractor is certified and has a good standing with the BBB.
It's worth every penny! If you are a senior or disabled, there are many municipalities that offer free or low cost winterization assistance. They will send out insulation professionals that insulate floor, wall and ceiling cavities. Check with your local senior community center or local utility providers.
Yes. We had ours done and our electric bill did change a small amount. You can tell a difference.
Absolutely! Plus it cuts down on heating and cooling costs. Same goes for replacing windows, really helps with energy costs.

It is worth it but you need to figure out where the insulation is needed most.
1-put your hands on an exterior wall is it cold everywhere on the walls or just certain areas.
2-take the faceplates off the walls and feel for drafts there. If there is use spray foam to seal the draft as this is rarely ever done during construction.
3-feel around the windows. Is there a draft? If so remove the the molding and use spray foam to seal it off.
Those are the usual culprits. So check those before sinking alot of money into adding insulation to the attics and crawlspaces or especially the walls themselves!

If your home is older brick with custom plaster walls, be very careful about permitting companies to inject insulation between surfaces. It can buckle walls and cause brick to erode from lack of air circulation. If foam is used, make sure you've installed all the electric outlets you want, ahead of time.
Rockwool is a healthier option than foam, with better fire resistance.
Cellulose can settle over time.
Make sure all air leaks (around fans, attic areas, canned lights, etc.) are completed eliminated before anyone insulates, or you'll be wasting money to heat the outdoors.
