Plain old fashioned toothpaste with no additives like gel, baking soda, whitening. Use a damp rag for the flat areas and a soft toothbrush for the more intimate or hard to get at spots. It rinses off easily with warm water and buffs up real nice. It also doesn't take off minute amounts of the silver like some silver polishes and the foil hack. There are many metals that you can use toothpaste to clean.
If you have really expensive silver items I would recommend that you head to the jewelry store to purchase the correct solution. It is generally very reasonable, about $6.00 and will last a long time.
I use Wright’s silver polish with great success. It comes with a little sponge inside the container making cleaning easy.

I get a non metal bowl and line it with kitchen silver foil, then fill it with hot water. Add a couple of spoons of washing soda and dissolve then immerse the silver in it and wait. No scrubbing, no scratching and it comes up perfectly, especially on filigree silver jewellery.
