Kathryn....I would use ribbon and flowers allowing the ribbon to flow down the back especially for a child.
You can use artificial flowers and colorful ribbon which can be put on with fabric glue spray. Spray the item and then place on your hat. Decide on your design before starting.

The favorite, for me was a lightweight woven one that I wove ribbon through and attached a beautiful silk peach rose to. She wore it every year, for years, keeping it in a hatbox to protect it

Hi Kathryn. You should use a light-weight hat, preferably light colored. Add ribbon and silk flowers, hopefully, to match your Easter dress. The entire outfit should be pastel colors. When I was growing up my sisters and I also wore gloves. Good luck Kathryn and Happy Easter.
