A bag of Quick-Crete will supply you with product to make lots of diy items. Mix according to directions, then depending on what you want to do, perhaps add just a small amount of more water.

For molding a doily you could use starch to make the shape then use E6000 as your glue. I'd probably use E6000 for books too, but I might use a wood glue or possibly even hot glue, depending on it's use. A lot really depends on what you want to do with your project, but all of these are used pretty often with crafting. Wishing you the best.
To lightly coat stuff, use Ardex or Henry's feather finish. It's cheap and easy to use (in tile aisle usually).
