Same way you do your home. 3 piles, keep, donate and trash. Once everything is out, wash the walls down and group like items together. My house had built in shelves on one side where I store everything in bins and boxes. Label and put back the items you are keeping. Don't feel bad, mine is a bit of a mess too.
i second the "keep, donate and trash" piles. that will better help you in the organizing process. I also have bins that i store similar items in and i have an index card taped onto the outside of each bin to tell me what's in it so I dont waste time looking through them all when i am in need of something specific. (my rule is if i haven't used it in a "season" then i likely no longer need it).

HAUL everything OUT -- then keep it that way--- EMPTY!!!!!
Remove everything on to the drive. Clean out. Fit racking/shelves. Move back in items onto shelves dedicated to like items. Fit hooks for Hoses, Leads and Wires.
Take time to decide when replacing items into the garage - Do I really need this?
Anything left over outside needs to be disgarded - Sell or Donate or Dump!
For me, this is always an ongoing battle and I've had to resolve myself that it's just a never-ending thing, unfortunately. Best is using your walls and vertical space as much as possible with shelves, hooks, racks, cabinets, or similar. Start by cleaning everything out, yes everything, and put back only what you plan to use.
Put everything out on the drive and clean through. Floor Paint the garage concrete floor. Order shelving and erect. bring back into the garage the things you can't do without, and find them a home, then the thngs you like to use or need to keep. Then the things you are sentimental about. Throw out or give away all the other stuff you don't or haven't used or don't need anymore or sell on ebay etc. Good luck.
