You certainly could try. I brought all my outdoor plants into the basement last fall and they have been doing fantastic under an inexpensive LED shop light I bought at the home improvement store. They are flowering and look beautiful
Don't see why not with LED lights. Just get the ones that mimic daylight. Solar lights need sunlight to charge the batteries and are not bright enough. Doubt they would work and you need some way to charge the batteries anyway.

Anything that gives good light will work on seeds good to keep bottom lightly warm if possible like a low setting heating pad. Keep them moist with spray bottle. Some grow lights give off heat.
