How best to address this landscape issue?
I have 18” tall landscape low voltage accents light fixtures down my sidewalk. They kinda look lonely and are difficult to mow around. Are there any small planting ideas that I could surround the base with that would give the light fixtures a little more character? The issue remains that this might making mowing even more difficult unless I put a barrier down between new plants and grass, ie edging.

In my front yard I used landscape rocks.
Kill 2 birds with one stone: Make Concrete Flower pots out of an old Coffee Container wrapped in newspaper, placed in a 5 sided crate. You pour in the box, then when those are set you can bury those like Cinder Blocks. If you want to make a Walkway you put the Pot Upside down. When you have enough of them, this concrete makes an ideal place to rake your grass trimmings as mulch. And as long as you regularly trim the grass, before it seeds, you will have no worry of grass seed in the Flower pots.

Put in a ground cover around the lights. A good cover is Tristan Strawberries, they bloom pink and are everbearing so you'll have berries the entire season. And instead of using edging use the trench method, that's where you make a narrow trench in place of where edging would be. That way when you mulch, the mulch goes into the trench and no need for edging. A good easy project, have fun.
