If it were me, I would do them white all over.
power washing for concrete. Rent machine from Home Depot. Forget painting brick.
It appears you are still working on the area. I would decide after other hardscape or steps are done. Then look at colors to wash over the bricks.
I agree with Judy. Finish cleaning up projects. Then power wash area before you decide on anything. I did same thing last year and after everything was power washed I loved the natural brick accent. Add accent color if you want to the cap stone.
I would clean, repair the mortar joints, and white wash the brick.
I wouldn't paint the brick. Once you do, you can't ever go back to brick. Not without sandblasting. You can as mentioned above, power wash. Redo the mortar joints. Use a concrete stain on the topcaps. Make sure to seal the topcaps.
Definitely power wash them and all surrounding concrete, porch floor, etc. Then invest in a few large planters & fill with beautiful flowers and place next to the brick "columns" .
