no----but oil base primer needs oil base paint and water base primer you can use oil or water base over it----doesn't matter whether it flat, matte, semigloss, gloss, high gloss on top.
no you don't. Just make sure you don't paint latex over oil.

Make sure to thoroughly clean & dry the wood first! No paint will adhere to " greasy ". A water based flat latex paint would be a good base coat then you can apply a 2nd coat using any water based paint be it another layer of flat, or satin or semi gloss. Good luck :)
