You can repaint them or use stencils on them. If you want to remove the paint completely then you'll need to remove with paint thinner. There is also spray paint that looks like stone and is textured if you wanted to try that.
Liz...Wash with pressure washer and I believe you will be surprised at the difference it will make before you paint.
You might want to pressure wash them and get as much loose/peeling paint off them first. Epoxy paint might stand up better if exposed to winter weather. See Hollys' answer also.
Thank you all so much - an after Easter project and will certainly pressure wash (hosing doesn't do it!). Intrigued about "Epoxy" paint and also the spray paint that is textured. Will investigate
