I would go to a locate nursery and get suggestions. I am not very familiar with Florida land and should I move there and start as you I would get ideas from a professional.
You need Manure and Top Soil in Bulk, also in Florida, as it rains much, you want to avoid those Plastic .5mm weed tarps and underlayments which make it too marshy.
Above that, many of your best gardens are Risen or enclosed.
It takes less effort to pour Quikrete around the edge or lay bricks in 5 Brick High Stacks to Dump manure into that Structure.
Do not expect the expense to be low cost.
Very Low Cost gardens in Florida do not yield anything worthwhile.
You should expect a $7500 initial expense: 1000 on retainer wall Concrete, 2000 on Bricks and Mortar, 800 on Topsoil and 1200 on manure for beneath the topsoil, and 2500 on Seminole grass, florals, miniature fruit trees, baby palms and otherwise Garden Decors.
