If you have ceramic tile it will need to be removed. Grout lines and any imperfections will transfer to the vinyl.

My husband used to lay carpet and vinyl flooring for people. He and his brother had a business. You can put it over a layer of vinyl or linoleum, but you should not put it on tile that is grouted as it will not be smooth enough and will crack.
I’d suggest luxury vinyl planks. They are easy to install and can go right over your tile. :)
