This may depend on the breed of dog you are rescuing (congrats!!). Does your dogs dig under fences, climb, or jump fences. Most kennels use chain linked as the height can be customed and the dogs can see through it. Granted, this kind of fencing may be expensive when new, but see if you can purchase reclaimed fencing.

Pallets! I would also look for free supplies from Craig's list, freecycle.org or nextdoor.com. I have a 6 foot fence surrounding my back yard. If you have a jumper, 6' may not be enough, so check local code. My Doberman terrier mix, at 12 years old, still scales 6 to 7 foot fences with ease. She is also a party crasher too.
