How do I seal & paint my old hardwood floors without sanding ?

For the least work, have you thought of just going over them with a floor restorer product like from Bono? Just mop it on. If you want to paint you need to clean with TSP than sand off sheen, prime with Oil based primer and paint with oil based paint. If you don't sand and prime with oil based primer it will peel and chip. Latex is too soft for floors.
