Most annuals have shallow roots that would be great for planting in a wheelbarrow
I use petunias in my wheel barrow, or sweet william dianthas. Here is a photo of mine. I planted about 1/4 of what you see. They really multiply. These are all petunias.
Depending on how much sun they will get, there are many annuals that would work.
You can put some assorted succulent for color year around and/or hens and chicks and put a pot in a middle for annuals you like
