I've used it and it worked well.
It’s pretty much a 50/50 shot because I used it and it did nothing.
That is the purpose of Preen. It won't harm existing plants. It is designed to a pre-emergent weed killer.
It works. I used it for the first time this year. Follow the directions.
Reapply every three months per instructions. Be sure to remove all grass and weeds first.
P.S. Since you bought it at a garage sale who knows how old it is? It may have closed it's effectiveness. But, it is always worth a try.

It does work, but must remove all weeds first, don't be chensey on it, water it right after you put it down. It does not work for 3 months, I have to reapply about every month. The best thing it does is it keeps my neighbors 5 cats from using my flower bed as a litter box, it keeps them out. Really, it does!
