Steaming with a steamer is the best way.

Best bet is to use a wallpaper steamer (can be hired) or the old fashioned way is wet the paper leave too soak in and scrape it off with a wallpaper scraper.......
I found that water in a spray bottle, a scraper and a lot of patience is the best way. Be sure to clean the remaining glue residue when you're done. I just washed the walls with water and vinegar until they no longer felt slimy.
