I have painted chairs and tables. Prep is important. Remove as much of the old finish as possible.
It will depend on what you want to achieve for a look. You can just clean it up with OrangeGlo to brighten it. Old English Scratch Cover will give it a deeper richness without refinishing. You can strip it, stain, and seal. Or you can sand, prime, and paint.
Clean it well no matter what. If you're going to paint it, lightly sand it, then prime it. If you're wanting to refinish the wood, get a good orbital sander and lots of sandpaper. Start at 80 and remove the stain. Then move to 120 grit and then 220 grit. This makes the wood super smooth. Stain, sand using 220. Top coat. Sand using 220. Add another top coat.
