Hi Susan,
There are some great outdoor paints on the market now and even ones specifically for painting concrete. I would put a coat or two of primer on it first and then use whichever out door painty you prefer. You should have no problem with the paint sticking. Have fun ;)
Hi Susan!
As with most things you know that you wash it thoroughly and then go from there. Here are some really neat suggestions for you to look at. Good luck!!

I have used both water-based and oil-based stain, and I did put a sealer over them. I would use a marine sealer, though, for the basin part of the bird bath so it would be sure to hold the water. I think it would be fine for the birds. They are really not in there that long, and I think the toxic junk we spray on our lawns (and therefore, the bugs they eat) are alot worse for them!
First, clean and prep the birdbath by removing all dirt and debris, then rinse with water. It's important that the concrete is completely dry before you prime and paint it. Apply a layer of latex primer to prevent moisture from getting into the concrete and help the paint stick. Once it's dry, paint.
spray paint would do it but he one that is meant for outsiede
