I bet " LIQUID FENCE" would work. It keeps rabbits, deer etc. away. SMELLS BAD but really works. Spray on the potted plant or if you can't around it. Get it at Home Depot I believe or Lowes.
Cats want bare soil (preferably loose) to dig and do their duty in. The above ideas will work but also try some stones on the surface of the dirt so the cats may think they don't have a potty spot. Or maybe some good side rough mulch will stop them to.
River rocks. Place rocks or large stones on top of the soil of your potted plants. Makes them look pretty and most animals can't move them.
