Would it be possible to remove the inside layers of glass? Or the middle layer leaving the outside and inside rings?
Another idea maybe using stain glass paint or tints on some of the glass tubes, something light and transparent.
What kind of bulbs do you have in the fixture now?
Have you tried changing them to one of the new (shape, color, style) LED bulbs that can be dimmed ? This is a fast and clean way of changing the direction and intensity of the light coming from the fixture, therefore changing the look of the entire fixture.

I cannot fathom anything you could possibly do. Anything you do would downgrade it in my opinion. If you don’t like it I would sell and purchase something you like. You could add a ceiling medallion at the top but I’m not sure I’d call attention to the textured ceiling. Most chandelier makeovers are done on all the metal....painting it...etc.
I am not sure what type of look you are going for, but they sell really good "sea glass" spray paint now. You can make the glass look more coastal. Perhaps replace some of the glass with drift wood to make it a little more rustic.
TRY a sea glass look. Take down the crystals. In a small bowl, mix school glue & food coloring (any color) together thoroughly. With a paint brush, paint the crystals with the colored glue. The glue will dry clear leaving only the color. The color will look transparent & will look like sea glass. I have done this with crystal candlesticks & it works. Once completely dry, hang them again. You could do all same color or different colors. They've got Neon & Glow colors now also. Those would look good too. Practice on a candlestick or two & see if you like them. Then, the chandelier if you do. Hope this helps. Good luck.
