Use the products made for car vinyl. Armour All or the like.

Is the cover cracked or dried out in any way?

Wash with soap and water to get your cover clean. Then a soft cloth with a vinyl rejuvinator will help it get back to new looking again.

If the vinyl is sound and uncracked, any of the above works.

But if your vinyl is cracked, you can use rubberized roof coating to paint the top of the cover. I did that about five years ago and it's held up fairly well. (I even got free black tint from the DIY stores and got the roof coating a reasonably close color to match the sides.)

IF your cover has grown heavy or has absorbed water, there's really not too much you can do. If the vinyl isn't cracked and worn out, you could possibly get a cover from Craig's List and cut to size to replace your inserts, but let me tell you, that's a real battle getting inserts back into your old vinyl. Just getting the zippers open is a battle I won't take on again.
