Its,a chemical reaction from being covered with a rug. Nothing you can do but leave it uncovered and hope it fades. Sorry.

To remove the stains, all you need is some hydrogen peroxide and a clean cloth. Pour some hydrogen peroxide in a small bowl. Wear latex gloves to protect your hands. Dip a clean cloth or towel into the bowl of hydrogen peroxide. Wring out any excess liquid from the cloth or towel. The cloth or towel should be damp---not dripping with hydrogen peroxide. Wipe the stain with the hydrogen peroxide-soaked cloth or towel. Do not rinse the surface or rub the counter. Let the area air dry. You can also use hydrogen peroxide to remove stains from marble and granite counters as well as other stone counters.

It's a chemical reaction from the rubber backed rug and the linoleum. I had been doing property care taking for 13 years, and can tell you NOTHING will fix it. either cover with another rug or buy a new piece of vinyl to cover it. Sorry. I can't tell you how many tenants lost their deposits because of that.
