It was easier for me to remove the grass first rather than smother it, but you can do it with newspaper, cardboard, any number of things. If the grass isn't killed first, some of it may grow back up into the garden, that was my thought when I made new beds.
spray the grass with Round-Up then put 7ml black plastic over it add edging so it cannot grow back under it from edges also laying the plastic over grass in 4th quater of moon cycle helps retard the growth
My vote is to kill the grass first, but you could just cover with good quality landscape fabric too.

Hi Rainer, don't bother with killing the grass, just lay the heaviest landscape fabric you can find down, it will kill the grass. Add topsoil and seed, or here is a link to show you how
