First, I think it's very helpful to identify the style you want to achieve, farm house, coastal, mid century modern. This will give you a good place to start so your look is cohesive. Then I would check out Pinterest for visual ideas and inspiration. Once I have an idea of what I want in my space I usually put together an idea board for the room. Here is an idea board i put together for the refresh of our family bathroom. These visual boards are helpful when selecting color choices and accents.
Simples changes that anyone can do to a bathroom are; painting cabinets, replacing a mirror, new towels, new or spray painted hardware, new wall or trim color, and light switch covers. These are all relatively inexpensive changes that can make a huge impact on a room.

It would depend on your style.
Beach/coastal is very popular for a bathroom. Sherwin Williams' sea salt paint.
Farmhouse is also popular for every room. Behr brown teepee or gobi desert paint.
Pick up decor items based on the theme you choose. Change linens to compliment. If you have an unframed mirror, framing it will change the look quite a bit.

Change the light bulbs to LED or change the old light fixture to a new LED fixture, either integrated light, or LED lightbulbs.
