No tile if braking up. If you don't want to totally get rid of, just go larger so your at least a foot away from old patio and set your posts for a new deck..
You could cover it but since it's breaking down you should support it independently of the concrete porch.

We put a large deck over a concrete boat ramp in our back yard. We have an incredibly large tree in the way, which prevents us from getting a boat on a trailer in our back yard, and from removing the concrete. We sunk and cemented posts and then added a large platform deck. Here is a link to a post that has several photos of the space. I can take additional photos if you'd like.

Hello Donna! You can build a deck over a concrete porch. I would imagine that your cold winter weather in Wisconsin hasn't helped the concrete. I live right next door in Minnesota so I know what winter weather does to things like concrete and asphalt! Here are two resources you might draw some good information from!
