These are called "volunteer seedlings", and yes, they can be planted in your garden. The compost they are growing from is a very rich soil, full of nutrients.
If you want to move them it would probably be from overcrowding. Unless you eat the same type of tomato, you will not have much idea what it is until it bears fruit.

It always amazes me when this happens. We have the same situation but with either a melon or a cucumber volunteer, can't tell which at this point.
