How do I close up a 4 inch high gap under vinyl fencing?
My neighbor put up white vinyl fencing between property but raised it about 4 inches. I don’t want the dog to get out and want to close the space but would like it to look nice.

You can put edging, bricks stacked 4" (maybe 2?), or landscape blocks.
You can buy push in garden fencing-it will be the easiest fix and still look nice. Available at your local home improvement stores like Menards, Home Depot, WalMart. It comes in many different designs, heights, colors and prices. It comes in metal or plastic. Of course, the more expensive it is the sturdier it is! If you buy white you probably won't notice it as much as it will blend in with the fence. I just had to fence in the perimeter of my deck so the new puppy wouldn't crawl under the deck to dig up rocks. I used green and you can hardly tell it's there! I got five 8 foot sections for about 20.00 and it was just the right height--my deck is not that far off the ground. Keeps that puppy from carrying rocks around and possibly swallowing them!
You cannot do anything to the fence. It belongs to the neighbor. Do what Kathy suggest and place a row of patio blocks along the fence to cover the gap.
I'd do what william said, you could set a plant on it.
Add bricks in the gap. The fence isn't yours so you can't alter it.
