you could try acetone or nail polish remover. Test patch a small area somewhere hidden to make sure your rug will be ok first.

There's a lot of unknowns. What is the carpet fiber? Nylon, acrylic, olefin, wool? What kind of paint? Oil or latex? If your carpet is a synthetic and the paint is oil, things that desolve oil based paint could also melt your carpet since synthetics are petroleum based. Alcohol will desolve latex, but may do some harm
I suggest it's time to call a pro to do the cleaning or if have extra carpet have it patched.

If you have household Insurance - Make a claim or place furniture over it so as it is not so noticeable or cover it with a mat or make it part of a design like a flower etc. which you could repeat in a few other places to make it look meant to be..........
