How to decorate a garden space shared with neighbors?
The comon ground floor area is pretty sad, one sandbox corner for kids, a picnic table near a grill. It needs color and unifying art or signs or garlands or plants, all of which I plan to do as a gift to the appartment house. But, I also don't want individuals loving pieces and taking them home, which has happened in the past. Any lowcost fun or funky themes for bbq , kid play, and adult reading or beverage sipping area in the sun?

Do you have a picture of area so we can better assist you?
Kelli is correct a picture would be very helpful. What is the size of the area you are talking about? What kind of material is it (grass, gravel, mulch, etc.)? Make sure what you put in set in concrete so it doesn't walk away. Do you want a basketball hoop, sand area for volleyball, etc. What about seating. You can chain a wooden bench like you see in parks.
What a great idea. I would make a funky so I am saying this is for everybody to enjoy in something like please leave the pieces there for everyone to enjoy. I would look for things I can re-purpose or things people are giving away so you don’t have anything invested in case it does walk away. Or even asked some of the people in the complex if they want to put anything there this way more people have a stake in it.
Use cinder blocks, for a lot of items, can’t really steal those very easily. Make concrete bases for posts to hold lights. Here’s a ton of photos for fun, for all ages. I don’t know how big your spaces are, but some of these might work. I’d put a large long table, or a couple of long tables ( picnic style) separating the yard and either side can sit anytime.
