Porch railing needs to be 36” high, minimum.
The spacing on the spindles is to be no more than 4” apart. This is a “baby’s head size” as if one would let their infant play outside unattended.
You’ll need to use either galvanized or coated screws. Nails will loosen with time.
I would pre-drill smaller holes.
The top rail rail will need to be belt sanded to avoid splinters.
The bottom rail will need to be above the decking do that it will drain and can be swept.
The “floor joists” I cannot advise you upon, as they have no structural value as far as the National Building Codes see it.
Considering that the decking is not very thick, I would Space the joists closely.
Given this wood is not treated for exterior use, you’ll need to apply a penetrating sealer on all sides of every board, if you want it to last more than three years.
The floor needs boards side by side, so you must tear the boards off one pallet to fill in the floor of another.
