Would need to see a picture of the front yard first to help with ideas. But, when I started, I looked for friends that had plants to rehome. I asked everyone I knew and ended up having more than I could handle!
It would depend on what you are starting with. Keeping clean and neat, grass cut, and remove leaves is a free but huge impact.
Add some beds, you can do cheap border or some type of stone. Variety but don't put too much so that it looks crowded.
Visit the clearance section of local garden shops regularly. I have gotten a variety of plants at Lowe's this year for $3, $1, and $.25. They just needed a bit of TLC but bounced back after 2 weeks of feeding and watering. I picked up some pretty pots for BOGO $3 at Dollar General and put my $.25 succulents and cacti in them. Placed those in the yard.
Watch marketplace and flag notices for "free". I picked up an entire truck load of brick edging a while back.
Ask family and friends if anyone is updating their plants. We recently gifted friends and families with bulbs and even Blackberry plants as we updated our yard. In the past we have received all kinds of plants from others. Reuse and upcycle what you have. Simple edging, mulch and plants can look very fresh and attractive. Mulch is usually on sale at this time. We've used several bags recently, and paid 2 to 3 dollars a bag.
