Hello Barbara,
Level the area where you intend to form the wall. Lay blocks the length you require. Next level - lay in brick pattern eg: lay in middle of two - starting with a half block. Next row - same as first. Continue on until right height is achieved.
Use timber posts - concreted into the ground and fix your gate to them.
Plant up the top of wall - OR
If you don't want to cut blocks - leave a space!
(second row) - leave a space for a plant - lay a block over the joint of two in the first row, you can leave a space for a plant, then lay another block etc..........
This should help but it isn't as easy as you might think. If water gets into the blocks and freezes you will have a problem. Best to do this right from the start. Please read this before attempting. https://www.gardenguides.com/how_4912893_build-cinder-block-fence.html

I’ve been thinking of making a small fence for my dog, but not from cinder blocks. I’d like to use garden T posts and fence panels. Like this: https://www.instructables.com/id/Building-a-Semi-Permanent-Fence/
