Sprinkle on top. It will not work if it is wet. Water plants from the bottom by setting them in a pan of water to let the soil absorb the water. Outside just sprinkle all around the plant like hosta to deter snails.
Sprinkle around because the bugs must come in contact in order for it to be effective. If it gets wet, it will still work. Check regularly to make sure it isn't washed away.

Hi Vera, sprinkle the Diatomaceous earth on and around the plants, make sure you get sone on the undersides of leaves as well, reapply after rainfall or watering.
Just sprinkle it on, very easy. You can put some in a shaker can which makes it even easier too.
