How can I inexpensively replace linoleum and carpeting?
We rent a very small house that’s all carpet except kitchen and baths. I would love to pull it all up because they are ruined, but I need something inexpensive and that I can do without having to higher someone.

The owner of the house should do that. Have you talked to them about it? If you do do it yourself, you should get permission first. You should be able to make arrangements with the owner to take the amount of materials and repairs off your rent. If they are not amenable to that, then you have what could be problematic land lords and stop right there. If they agree to allow you to do it, put all that you are doing all the costs and time into writing, date them and you both sign them. Make it clear that the land lord can not make you buy more expensive materials than what you want to put down, but they can also put in that you cannot just put in complete total junk. Both be fair. Be aware that if you find damage underneath you may have to repair that too. That should be spelled out in what you sign. You can look for inexpensive remnant's in an flooring store or big box store. Good luck.
Perhaps you might get your cleaning deposit returned if you do tear out of the creepy carpet & lineolium and put down snap down wood floors...everybody likes wood floors these days...it is cleaner. Get inexpensive area rugs at Big Lots & enjoy the darned place til you decide to move. The landlord will certainly be impressed with your update and sanitary solution.
