If your walls are concrete block and get damp you want a paint called Drylok, otherwise I would check at the home paint store and see what options you have. Then I've used a roller on a long stick with a paint tray on the floor, and drop cloth underneath to keep the floor clean
You can use a cement paint that has waterproofing in it too. We painted our walls white then painted the floors, it made a big difference!
