Usually it's from high heat or lack of watering.
I have that too. For me it is intense heat. My first round of tomatoes in the spring are perfect, but as the seasons progress, the skins get tougher. Right now mine are all dormant due to excessive heat. Over 100° during the day and mid 70's at night if we are lucky.

I live in England and fortunately we don't have those excessive high heat weather extremes. I do have a tendacey to overwater and am lethal to houseplants !
