I have no idea how big your balcony is, but here goes. If overlooked or windy use a windbreak threaded through the rails or tied to them. Add a small table and chair, a large potted plant and smaller ones around. Bright cheerful Flowers in them. A Mirror on the wall so you can see the outside world and to add to the feeling of space and last of all yourself with a drink and maybe a book!

I would add some planters at various heights, maybe add a nice chair and coffee table.
you will bring the same decorating skills to your balcony as you use inside your house. Decide on a "theme" or a color scheme, and stick to it. It makes decorating much easier. (I mean for these seasonal spaces) use very comfortable furniture. . . since outdoor spaces are used for relaxation, be comfortable! We have a screened side porch, always the same color scheme (green) but changed up as furniture is acquired or needs to be replaced etc.
