That's a tough one, Janice. You have to dig out the roots.
Dig out all of it. Place a wall on your fenceline that is deeper than the roots to stop them in your yard.
Dig it out, you could put white vinegar on any residual roots in the area where you dug. Keep an open eye for any new growth and keep after it digging it out and more vinegar. I agree with blocking it from you yard with a fence deeper than any roots.
