What are the ceiling tiles made of?
Traditional acoustical ceiling tiles, like a 2’x4’ tile are not serviceable. As in, you’ll have to custom match a white paint to paint over the boo_boos.

Acoustical tile ceiling panels that are 2‘ x 4‘ or 2‘ x 2‘, are not meant to be scrubbed. They cannot be cleaned.
Spend some time, mixing a custom color of white,to paint over the offending paint.
If acoustical, you cannot. All you can do is replace or repaint.
I was trying to give my solution of getting paint off antique tin ceiling tiles.
I had to clean 60 tiles. I took an old oil tank which had been cut in half (an old bathtub would also work).
I filled with water and 8 kg of baking soda. I put 2 propane burners under the tank.
When the water came to a boil, I boiled the tiles for about 30 minutes.
I then pressure washed the tiles. It was like magic.
