Carol...You can use a dowel in a shoe box by making a hole on each long side of the box for the dowel, then put your ribbon on the dowel and make. a hole on one side and threading ribbon through. You will need to use some tape on the dowel to hold it in place.

I have seen a free standing paper towel holder used for ribbon. Empty blank cd holder. I.think.dowel in shoe box great idea.
If you have a dedicated crafting area you can mount a lightweight tension rod between shelves.
Right now is a perfect time to pick up one of those plastic crates they have for dorm use in stores like Walmart - if you don't have a lot of ribbon you can get small plastic crates at Dollar Tree. Just slip a dowel through the end and you have a great little container - stack them if you like and secure with zip ties.
