Try a wire brush
not an easy task.. stone and brick are POROUS, unless sealed properly they both absorb them like a sponge.. You will never get it all off Other than sandblasting. which will more than likely destroy the mortar.. Been there tried that.. what a mess only to paint over it.. If its small areas like a spatter or two a wire brush- depending on the type of paint..
