There is, unfortunately, not much you can do to re-use or recycle the padding, because of all the dirt and contaminants it has capture over the years

Have you thought about lining the bottom of drawers with them that have utensils etc, or baskets with makeup in drawers. They keep objects from sliding when the drawers are opened. Also, maybe for smaller throw rugs to keep from slipping or on stairs inside or out, just a thought.
