My metal rack/drawer for my garbage can is held into the cabinet bottom with wood screws.
If this is what you’re asking about,
then you’ll need a drill bit smaller than the screw hole & drill pilot holes. The exact location of those holes will be based on how big the trash can is, so try a trial run.
Then place the rack and screw in the screws. I would avoid over torquing the screws in case your cabinet in MDF/particle board.
If this is a variable speed/torque cordless drill, then you can put a screw driver bit in the chuck.
